ARTEMIS ADDRESSES PUBLIC SECTOR GOVERNANCE REQUIREMENTS WITH PORTFOLIO, PROJECT AND RESOURCE MANAGEMENT SOLUTIONS

European Public Sector Organizations Utilize Top-Down Approach to Improve Alignment of Investments with Objectives, Provide Financial Visibility, and Manage Project Execution


NEWPORT BEACH, Calif., March 18, 2004 – European government agencies, and their counterparts worldwide, are looking to software solutions to ease the operational demands of providing increased services to citizens, greater security, effective interaction with all stakeholders, and a transparent, streamlined governance process. Portfolio management solutions designed to foster efficient collaboration and allow projects and initiatives to be examined in terms of potential return on investment, resource allocation, and impact on other projects throughout the organization, are enabling managers to align objectives and priorities.
France’s Urban Community of Dunkirk is one example of a regional public agency that has looked to Artemis International Solutions Corporation (OTCBB: AMSI) for their public sector portfolio and project management solution. Responsible for the streets, transportation, housing units and education for 19 towns, this agency has turned to Artemis to provide accountability and visibility into initiatives undertaken using public funds. The public sector solution includes three key elements: :
  • Strategic management provides executive dashboards on projects and actions, political, contractual, and territorial analysis, and the ability to realign and prioritize;
  • Project management provides project and operational control, general review and reporting by department/service;
  • Financial management provides budget planning, phasing and prioritization management and cost-driven execution control

Artemis’ public sector solution enables 70 users at this public agency to achieve a strategic vision of their projects and activities and maintain control of their $200 million budget.
Similarly, the Urban Community of Bordeaux in France, which is rolling out Artemis’ public sector portfolio and project management solution to 350 users, is managing its investment budget to correspond with public objectives and policies. With a top-line goal of improving communications, risk and planning practices and effective resource management, the regional public agency aims to ensure alignment of the objectives and priorities of towns with the actual allocation of funds and resources.
According to Patrick Ternier, Artemis president and CEO, public sector organizations are under tremendous pressure to maximize the value they provide with limited funds and are at the same time being asked to provide efficient, consistent and transparent governance. Reporting to the Department of Trade and Industry in the UK, the Regional Development Agencies (RDA) are charged with furthering economic development and regeneration, promoting business efficiency, competitiveness and employment, and enhancing development and application of employment skills. In total, there are eight RDAs and each is accountable to Parliament yet remains autonomous. The challenge for these agencies was to find a common solution that would enable effective governance through the consistent use of their project appraisal and approval process. In addition, clear forecasting and measurement of agency outputs, monitoring where funds are being applied, and the ability to predict future expenditures to ensure funds are requested and available from the government. The scalability of Artemis’ public sector solution to address geographically distributed locations along with its web-based software modules and the ability to integrate with other existing systems provides for a viable and highly effective solution for the RDA to meet the requirements of legislative compliance and public performance goals.
In Italy, new legislation was passed to ensure that infrastructure projects of national interest are guaranteed an approval cycle within a limited timeframe. With more than 100 such projects, worth 125 billion Euros ($149 billion U.S.) over a 10-year period, the Ministry of Infrastructure and Transportation (MIT) sought a system that offered a consolidated view of all investments and a repository for project information that would be shared with multiple stakeholders from local authorities to the ministry level. The Artemis solution has been deployed by the MIT and has become the de-facto monitoring system offering alerts on incoming approval events and funding needs which require action; rapid status analysis on project schedules, financials and performance; aggregation of financial needs for government entities; flexible views into available sources of financing for initiatives; and the ability to monitor the progress of projects. This solution provides a governance and assurance framework to the Ministry allowing them to comply with legislative objectives and focus on ensuring the success of major impact projects.
