Another new success for Artemis in the European Public Sector

Urban Community of Bordeaux selects Artemis Project Portfolio Management software – Contract worth 1.5 million Euros over 5 years


Paris, November 07, 2003 – Artemis International Solutions Corporation (OTCBB: AMSI), one of the leading providers of enterprise portfolio and project management solutions, today announced that the Urban Community of Bordeaux (an important regional city in south-west France) has selected Artemis 7 to steer the investments policy of an urban and rural territory of 136,000 acres with of a population exceeding 670,000 inhabitants. The Artemis PPM solution will help 350 users to plan, monitor and control 246 Million Euros (US$ 270 M) of investment projects.
CUB (« Communauté Urbaine de Bordeaux ») is a regional public agency that incorporates the city of Bordeaux and its suburbs. Its main objectives are to promote long-term economic development, improve transportation, balance urban development and housing quality, and protect natural resources. The CUB was looking for a global program management solution that would satisfy 2 key requirements:
  • At the portfolio level, ensure alignment of the objectives and priorities of the urban communities with the actual allocation of funds and resources.
  • For each project, provide on-going consistency between costs, schedule and goals to ensure optimized use of capital and human resources and timely delivery of committed public value.
The Program Management solution for the Public Sector, based on Artemis 7, proved a perfect fit for the agency’s needs. The CUB chose Artemis over 4 other systems on the basis of Artemis’ expertise of the public sector and on the ease of use, reliability, maintainability and performance of the solution.  The contract with CUB is valued for Artemis at 1.5 Million Euros over the next 5 years.
The application will be used by a total of 350 users, and will be implemented over the next 6 months with the assistance of Unilog, a major European consulting firm, who will also focus on the integration of Artemis 7 with several existing systems, and provide overall support of the solution. Previously the CUB was using a combination of systems including Microsoft® Project and Primavera®. According to CUB officials, the solution was also chosen because benefits could be achieved without requiring systematic management of all projects and detailed planning efforts by internal staff.
Faced with heavy budget constraints and political pressure, European Government agencies are under increased pressure to deliver public value with the investments they undertake. Gartner analyst Hams El-Gabri believes that Project Portfolio Management applications can help agencies "scrutinize and document their internal process, develop repeatable methodologies to standardize chaotic planning and spending habits, and ensure visibility and real-time access to important information needed for decision making. From creating a governance structure to prioritizing projects, monitoring their health and determining their value, PPM applications can help organizations improve process controls, discipline, communications and documentation."
